Why it matters
When the person checking the contractor's invoices also earns a referral fee from that contractor, the check is not independent. When a design-and-build company's in-house project manager reports to the same owner as the builders, the check is not independent. When a consultant reviews the cost of a design they produced, the check is not independent.
None of these arrangements is necessarily dishonest. They are simply not independent. If you want an independent check, it has to come from someone whose only interest is yours.
