Abu Dhabi is not Dubai
Owners who have built or renovated in Dubai sometimes assume the process is the same in Abu Dhabi. It isn't. Abu Dhabi permits are issued by the municipality through the TAMM platform under the Department of Municipalities and Transport, with their own private villa regulations, which were amended in 2025. Plot communities such as those on Saadiyat also have Aldar's design guidelines to satisfy first.
Our guide to villa permits in Abu Dhabi sets out the TAMM and municipality route step by step, and how it differs from Dubai.
What to plan for
- Two layers of approval. Aldar's design review, then the municipal permit through your consultant.
- Coastal conditions. Beachfront and near-beach plots need careful thought about groundwater, corrosion, wind and glare.
- A realistic programme. New plot communities build out over years. Neighbouring construction, access and utility connections affect your timeline.
