Key points

  • In Abu Dhabi, the Department of Municipalities and Transport (DMT) sets the rules and building permits are issued through the municipality's services on TAMM, the emirate's government services platform.
  • Since June 2025, new private villa permits have run through Binaa, DMT's AI-assisted permits platform; DMT reports a 57% cut in the average time to issue a residential villa permit since launch.
  • In plot communities such as Saadiyat or Hudayriyat, the master developer's design approval comes before the municipal permit.
  • Abu Dhabi has its own villa regulations, amended in September 2025, and its own sustainability requirement: new villas must achieve at least a 1 Pearl Estidama rating.
  • Your registered consultant prepares and submits the application; the owner appoints the team and makes the decisions that shape the drawings.

In Abu Dhabi, a villa building permit is issued by the municipality through its services on TAMM, the emirate's government services platform, under regulations set by the Department of Municipalities and Transport (DMT). Since June 2025, new private villa applications have been processed through Binaa, DMT's AI-assisted permits platform. In plot communities such as Saadiyat or Hudayriyat, you need the master developer's design approval first, and your registered consultant prepares and submits the application on your behalf.

If you have built or renovated in Dubai, the shape will feel familiar, but the regulator, the platforms and the villa rules are different. This guide explains the Abu Dhabi route from the owner's side, and where it departs from Dubai.

Who issues villa building permits in Abu Dhabi?

Three layers matter.

  • The regulator. DMT sets planning and building regulations for the emirate, including the private villa regulations it amended in September 2025 (DMT).
  • The municipality. The permit itself is issued by the municipality for the region where your plot sits: Abu Dhabi City, Al Ain or Al Dhafra. Your consultant will confirm which applies.
  • The platforms. TAMM is the front door for government services in Abu Dhabi, and lists the building permit, renewal and related construction services (TAMM). Behind it, Binaa handles the technical review of permit applications, and DMT's Unified Permitting System carries later construction-stage submissions.

On top of that, if your plot sits in a master-planned community, the master developer has its own design guidelines and review. Aldar on Saadiyat and Modon on Hudayriyat are examples. Developer approval comes before the municipal application, not alongside it.

What is Binaa, and what does it change for villa owners?

DMT launched Binaa in June 2025 as a digital permits platform using AI review tools, Building Information Modelling, and virtual and augmented reality (DMT). A few points are directly relevant to a private client:

  • Villas went first. Phase one of the rollout covered new private villas, which DMT said account for around 20,000 applications a year.
  • It looks for over-design. DMT says the platform is intended to flag designs that use unnecessarily complex methods or heavy materials for small villas. That is a cost question as much as a compliance one.
  • Reviews are coordinated. Binaa was launched under an agreement with Abu Dhabi Civil Defence Authority, TAQA and e&, so that data, documents and technical reviews are shared rather than chased one by one.
  • Owners can see progress. DMT says owners, consultants and contractors can monitor an application's progress on the platform.

The early results are reported by the government itself. In March 2026 the Abu Dhabi Media Office reported that the average time to issue a residential villa building permit had fallen by 57% since Binaa launched, that resubmissions had dropped by 53%, and that DMT issued more than 11,000 building permits in 2025 (Abu Dhabi Media Office).

What are the steps to get a villa permit in Abu Dhabi?

The sequence below is how we would plan it from the owner's side. Your registered consultant will confirm the detail for your plot and municipality.

  1. Confirm what the plot allows. Site plan, the master developer's design guidelines if any, and the current DMT villa regulations.
  2. Appoint a registered consultant. In Abu Dhabi, engineering consultants and contractors are licensed and classified through services on TAMM (TAMM). Check registration before you sign.
  3. Design to the brief and the rules. Concept, then detailed design, including the Estidama Pearl requirements (see below).
  4. Master developer approval. Where it applies, submit to the developer and obtain its approval or no-objection.
  5. Municipal permit application. Your consultant submits the drawings and documents. TAMM's listing for a new building permit names approved plans and architectural layout drawings among the documents, and shows a 10 working day service time at the time of writing (TAMM).
  6. Start on site within the permit's life. TAMM's renewal service says a permit can be renewed once, provided it has not exceeded its six-month validity (TAMM). Do not let a permit lapse while you are still choosing a contractor.
  7. Construction-stage reporting and inspections. Your consultant and contractor report through the Unified Permitting System, and the authority inspects.
  8. Completion and connection. Final inspections, completion documentation and utility connections before you move in.

What changed in October 2026?

Circular No. 9 of 2026, issued by DMT's Urban Planning and Permits Centre, replaces traditional phase-closure permits with certified technical reports for designated categories of project. The registered consultant responsible for supervising the works and the contractor prepare a dated, signed report with photographs covering the works, inspections and corrective actions, and the two share legal liability for non-compliance. The centre continues unannounced site visits (Khaleej Times).

For an owner, this is a meaningful shift. More of the assurance that work matches the approved drawings now rests on reports written by the people doing and supervising the work. That makes it more important, not less, that the owner has an independent view of what is actually happening on site.

How is the Abu Dhabi permit process different from Dubai?

Abu Dhabi Dubai
Rule-setter Department of Municipalities and Transport Dubai Municipality, Trakhees or the Dubai Development Authority, depending on where your plot sits
Permit issued by The municipality for your region (Abu Dhabi City, Al Ain or Al Dhafra) The relevant authority, through a single unified e-window launched in 2022
Front door TAMM, with Binaa behind it for permit review The unified permit window and the Build in Dubai platform
Villa rules DMT private villa regulations, amended September 2025 Dubai Building Code and the authority's own requirements
Sustainability Estidama Pearl rating, minimum 1 Pearl for new villas The relevant Dubai authority's green building requirements
Consultant regulation Licensing and classification through TAMM Dubai Law No. 14 of 2025 on engineering consultancy
Small works Contractors can obtain minor works permits directly (since August 2025) Depends on the authority and the master developer
Construction stages Certified joint reports replace phase-closure permits for designated categories (Circular No. 9 of 2026) Staged inspections by the authority

For the Dubai side in detail, see our guide to the Dubai villa building permit, and for the whole timeline, how long it takes to build a villa in Dubai. Two differences catch owners out most often. First, a consultant who knows Dubai's process well is not automatically the right choice in Abu Dhabi; ask specifically about recent Abu Dhabi villa submissions and Estidama. Second, the villa regulations themselves differ, so a design brief written with a Dubai villa in mind may need rethinking before a single line is drawn.

What do Abu Dhabi's private villa regulations allow?

DMT's September 2025 amendments loosened several rules that shape a villa's design (DMT):

  • A closed, lightweight rooftop majlis can be added without affecting the land-use percentage.
  • The front setback from the street is reduced to 1.5 metres.
  • Guest annexes may have a first floor or a basement, provided they are not built against the boundary wall.
  • Shading structures do not count towards the building footprint.
  • The whole flat roof can be built on, provided a 1.5 metre setback is kept.
  • Two villas can sit next to each other without a separating wall, with the owners' agreement.

This follows earlier changes in 2019, when Abu Dhabi reduced minimum sizes for bedrooms, kitchens, dining rooms and majlis areas, removed the requirement for an internal hallway, and cut the maximum side fence height from six metres to four (Gulf News). The direction of travel is towards flexibility, but master developer guidelines can still be stricter than the emirate's rules. Read both.

What is the Estidama Pearl rating, and does a villa need it?

Estidama is Abu Dhabi's sustainability programme, and the Pearl Rating System is its building rating tool. New villas must achieve at least a 1 Pearl rating, which means meeting all the mandatory credits, documented through the approvals process (DMT). Higher ratings need additional credit points. In our experience, requirements of this kind are cheapest when they shape the design from the start, and expensive when they arrive as a late compliance exercise.

Do I need a permit for a pool, extension or renovation?

Usually yes, but the route is lighter than a new build. Since August 2025, DMT has let contractors obtain permits directly for defined minor works on villas, farmhouses and holiday homes, including concrete and metal structures, extensions of up to 25 square metres, non-structural modifications, maintenance and interior finishing, swimming pools, canopies, shade structures and fences (DMT).

That is convenient, and it also changes who holds the paperwork. If your contractor obtains the permit, make sure the scope in the permit matches the scope you are paying for, and that you receive copies. In a master community, check the developer's own requirements as well.

Can a foreign owner build a villa in Abu Dhabi?

Foreign nationals can own property in designated investment zones in Abu Dhabi (UAE Government portal). Confirm the ownership position for your specific plot with a UAE-qualified lawyer before you buy; this guide is not legal advice.

A view from the builder's side

For 21 years we were the contractor waiting on approvals, and we learned to read the start date from the state of the drawings, not the date of the application. The trouble usually began earlier: Drawings submitted before the owner had really decided the brief, then revised after comments. A contractor appointed on permit drawings that were never detailed enough to price properly. A start date that slipped because nobody had booked the team while the application was in.

On our side of the table, a fast permit was only good news if the drawings behind it were complete. When they were not, we priced the gaps as risk, and later as variations. Abu Dhabi's faster digital review is genuinely helpful. It does not remove the need for the owner to settle the brief, check the design against the budget, and have the contractor selection running in parallel, so that a permit with a limited life turns into a start on site.

How to keep an Abu Dhabi permit on programme

  • Settle the brief and budget before detailed design begins, and freeze major decisions before submission.
  • Check your consultant's recent Abu Dhabi villa experience, including Estidama and the specific master developer.
  • Get the master developer's guidelines early and design to the stricter of the two rulebooks.
  • Run contractor selection in parallel with the approvals, so the permit does not lapse waiting for a start.
  • Keep copies of every approval, drawing revision and permit in your own records, not only your team's.
  • Have someone independent of the contractor and the consultant reading the construction-stage reports.

How Eastbridge can help

We are a client-side project manager for private villa builds and renovations in Dubai and Abu Dhabi. We do not design, submit or obtain permits; we represent the owner alongside your registered consultant, keeping the brief, budget and programme under control while approvals run, and helping you compare contractor bids like-for-like so the work can start on time. Our design and approvals page explains how we support that stage, and our Saadiyat and Hudayriyat pages cover those communities. If you are planning a villa in Abu Dhabi, contact us for an initial conversation.

Questions

Who issues building permits for villas in Abu Dhabi?
Permits are issued by the municipality, through its services on the TAMM platform, under regulations set by the Department of Municipalities and Transport. In master-planned plot communities, the master developer's design approval normally comes first.
What is Binaa in Abu Dhabi?
Binaa is DMT's digital building permits platform, launched in June 2025. It uses AI review tools and BIM to check designs, coordinates reviews with Civil Defence, TAQA and e&, and started with new private villas as its first phase.
How long does a villa building permit take in Abu Dhabi?
TAMM's service listing for a new building permit shows a 10 working day service time, and DMT reports a 57% reduction in average villa permit times since Binaa launched. Allow longer overall for design development, master developer review and resubmissions.
Do I need a permit for a pool or small extension in Abu Dhabi?
Yes, but since August 2025 contractors can obtain permits directly for defined minor works, including extensions up to 25 square metres, pools, canopies, shade structures and fences, without the full new-build route.
Is the Abu Dhabi villa permit process the same as Dubai's?
No. The regulator, the platforms, the villa regulations and the sustainability requirements are all different. Owners who have built in Dubai should not assume their experience transfers directly.
