Key points

  • A custom villa in Dubai typically takes 12–24 months from plot to keys, and 24–36 months for custom luxury, according to Real Estate Club Dubai.
  • The sequence is plot checks, brief and budget, design, master-developer and authority approvals, contractor selection, construction, completion and handover.
  • Permits run through Dubai's unified e-window, via Dubai Municipality, Trakhees or the Dubai Development Authority depending on where your plot sits.
  • Your registered consultant designs and submits; your contractor builds; you, the owner, appoint both and make the decisions.
  • The costliest mistakes are decisions made late: scope, basement, glazing, MEP and finishes changed after pricing or after work has started.

To build a villa in Dubai you check the plot, set a brief and budget, appoint a registered consultant to design it, secure master-developer and authority approvals, choose a contractor, build, then complete inspections, connect services and hand over. Real Estate Club Dubai puts the whole journey at 12–24 months from plot to keys, and 24–36 months for a custom luxury villa. The owner appoints every party and makes every key decision; the order in which those decisions are made decides most of the cost.

What are the stages of building a villa in Dubai?

The process is well defined. Dubai Municipality's "Building in Dubai" platform, launched in October 2023, covers the whole life of a project: land, design, permits, construction, completion, connection and later alterations. Since 2022, building permits across Dubai Municipality, the Dubai Development Authority, Trakhees and DIEZ go through a single unified e-window, with Civil Defence, RTA, DEWA, Etisalat and du linked in.

Stage Typical duration Led by
Plot due diligence 2–6 weeks (our estimate) Owner, with advisers
Brief and budget 2–6 weeks (our estimate) Owner
Concept and detailed design 3–4 months registered consultant
Master-developer and authority approvals 2–3 months registered consultant
Contractor selection 4–8 weeks (our estimate) Owner, advised by consultant
Construction 8–14 months Contractor
Completion, snagging and handover 1–2 months Contractor, consultant, owner
Plot to keys 12–24 months (24–36 for custom luxury)

Durations without a label are from Real Estate Club Dubai. The others are our own planning allowances and depend heavily on the owner's speed of decision. For a closer look at where those months go, see how long it takes to build a villa in Dubai.

Stage 1: Check the plot before you commit

Before you buy, or before you design on a plot you already own, establish what can be built on it. That means the plot affection plan, the master developer's design guidelines, setbacks, height and coverage limits, existing utility connections, access, and any outstanding service charges or developer conditions. Ground conditions and the water table matter too; a basement on a waterfront plot is a very different exercise from one inland.

Who does what: the owner commissions the checks; the consultant interprets planning and design constraints; a UAE-qualified lawyer should review title and any developer agreements. Our guide to plot checks in Dubai goes through them in detail.

Stage 2: Set the brief and the budget

The brief is the most valuable document in the project and the cheapest to change. Bedrooms, basement or not, pool, staff quarters, home automation, the level of finish, how you will live in the house. Write it down and attach a budget built from the full cost picture, not just a rate per square foot. Our article on what it costs to build a villa in Dubai sets out every line.

Stage 3: Appoint your consultant and design the villa

Under Dubai Law No. 14 of 2025, engineering consultancy in Dubai, including in free zones, may only be practised by registered firms (Law No. 14 of 2025). Your consultant designs the villa across architecture, structure and MEP, prepares the drawings for approval, and normally carries the statutory site role during construction. Dubai Municipality publishes standard contract forms for consultancy and construction on private villas, in Arabic, which are a useful baseline.

The BPS app, relaunched in August 2024, includes a registry and ratings for consultants and contractors, and is worth checking before you appoint. Design normally runs from concept through to detailed design. Every hour spent resolving detail at this stage is cheaper than any hour spent resolving it on site.

Stage 4: Master-developer NOC and building permit

In a master-planned community, the master developer reviews the design against its guidelines and issues its NOC (no objection certificate). In Nakheel communities, for example, renovation and extension approvals begin with a Nakheel NOC application through its portal before the authority permit.

The authority permit then runs through Dubai Municipality, Trakhees or the Dubai Development Authority, depending on where your plot sits. Under Dubai Municipality's published villa procedure, the consultant submits the drawings and fees online, the service-authority NOCs are issued through the unified window, and the permit is issued with stamped drawings (Dubai Municipality). In August 2026, Dubai Municipality announced that it is developing an AI system to check villa applications against the Dubai Building Code, to be piloted with selected consultancies and then rolled out in phases through Build in Dubai over 26 weeks (Dubai Media Office). Until that rollout is complete, plan on the current review process. In practice, cleaner drawings should mean fewer rounds of comments. Our guide to Dubai villa building permits sets out each step, what the owner signs and where the permit stage slips.

Who does what: the consultant prepares and submits; the master developer and authority review and approve; the owner pays fees and answers design questions quickly.

Stage 5: Choose the contractor

Run a competitive process on a complete design. Your consultant normally prepares the bid package; you, as owner, decide who is invited and who is appointed. Compare bids like-for-like: scope, exclusions, provisional sums, preliminaries, programme, payment terms and retention. The lowest number is not automatically the lowest cost. Our guide to choosing a villa contractor in Dubai explains what to look for, and our guide to villa construction contracts covers the agreement itself. Take advice from a UAE-qualified lawyer before signing.

Stage 6: Construction

The contractor mobilises, builds and manages the site. The authority inspects at defined stages; Dubai Municipality's procedure refers to staged inspections such as shoring, foundations and slabs. Your consultant fulfils the statutory site role. Monthly valuations measure work done, and you pay against them.

The owner's job during construction is to make decisions on time, approve samples and mock-ups, and keep an independent view of cost and programme. On the contractor's side, we always knew which clients read the monthly report and which did not. The ones who did not were the ones whose sites drifted.

Stage 7: Completion, connection and handover

At the end, Dubai Municipality's procedure describes a joint completion inspection involving Building Control, Survey, telecoms and Civil Defence where needed, followed by the completion certificate and service connection. In parallel, the villa is snagged, defects are listed and rectified, operating manuals and warranties are handed over, and the defects liability period begins. Our villa snagging checklist covers what to inspect.

Who does what on a Dubai villa build?

  • Owner: sets the brief and budget, appoints every party, makes decisions, pays.
  • Owner's representative: represents the owner commercially and practically; cost and programme control, independent site visits and reporting, bid comparison, change control.
  • registered consultant: designs, prepares approval drawings, carries the statutory technical role.
  • Contractor: builds, manages the site, its subcontractors and its programme.
  • Master developer: enforces community guidelines and issues its NOC.
  • Authority: Dubai Municipality, Trakhees or the Dubai Development Authority, depending on where your plot sits; issues the permit, inspects and issues completion.

How those roles differ, and where they overlap, is covered in owner's representative vs project manager vs consultant.

Which decisions cost the most if made late?

In our experience, these are the decisions that are cheap at design stage and expensive afterwards:

  1. Basement or no basement. It changes structure, waterproofing, shoring, excavation and programme. Adding one late is effectively a redesign.
  2. Overall size and layout. Moving walls after the permit can mean resubmission and lost months.
  3. Glazing and openings. Large-format and structural glazing has long lead times and drives the structure around it.
  4. MEP strategy. Cooling, home automation, AV and lighting control need their routes and plant space designed in. Adding them later means chasing walls and ceilings.
  5. Pool and external works. These interact with structure, drainage and levels.
  6. Finishes and specification. Stone, joinery and sanitaryware chosen late are usually priced as variations, without competition.

From the builder's side, a late change was rarely a problem for the contractor. It was an opportunity. That is not cynicism, just how the commercial model works.

How do you keep a villa build on programme?

Most delay on a private villa is not caused by bad weather or a shortage of labour. In our experience it comes from information: drawings that arrive late, samples that sit unapproved, questions from site that wait a fortnight for an answer. Three habits make the biggest difference.

Agree a decision schedule at the start. List every choice the owner has to make, from tiles to door handles to automation scenes, with the latest date each can be made without holding up the work. Ask the contractor to confirm the dates against its programme.

Answer site questions quickly. Every request for information from the contractor should have a named person responsible and a target response time. Unanswered questions turn into delay claims.

Review progress against the programme monthly, not just against payments. A valuation tells you what has been paid for. The programme tells you whether the villa will be finished when you expect. Both need reading together.

If you are building from abroad, these habits matter even more, because decisions made by email across time zones take longer. Our guide to building a villa in Dubai from the UK covers how to set this up.

Questions

How long does it take to build a villa in Dubai?
Real Estate Club Dubai puts design at 3–4 months, approvals at 2–3 months, construction at 8–14 months and snagging at 1–2 months, giving 12–24 months from plot to keys, or 24–36 months for a custom luxury villa.
Who applies for the building permit in Dubai?
Your registered consultant (or in some cases the contractor) submits drawings and fees online through the unified permit window. The owner appoints the consultant and signs off the design, but does not usually make the technical submission.
Do I need the master developer's approval before the authority permit?
In master-planned communities, the developer's design guidelines and NOC normally come first. In Nakheel communities, for example, renovation and extension approvals start with a Nakheel NOC application through its portal before the authority permit.
Can I build a villa in Dubai while living overseas?
Yes, many owners do. It works best when decision-making is planned, with regular reporting and a clear schedule of the choices you need to make and when.
