Key points
- Published 2025–26 construction rates run from roughly AED 300–500 per sq ft for a standard villa to AED 900–1,400 or more for luxury, before fees, contingency and fit-out.
- Construction is usually well under the whole budget: design fees, authority charges, contingency, pools, landscaping and FF&E can add a large share on top.
- On our worked example, a 10,000 sq ft luxury villa lands at roughly AED 11m to AED 20m before loose furniture, and more once FF&E is included.
- Budgets rarely blow on the headline rate; they leak through provisional sums, late design decisions and variations.
- The best protection is a complete design before pricing, like-for-like bid comparison and a contingency that the owner, not the contractor, controls.
Building a villa in Dubai in 2026 costs roughly AED 300–500 per sq ft for standard specification and AED 900–1,400 or more for luxury, for construction alone. Once you add design fees, authority charges, contingency, the pool, landscaping and furniture, the all-in figure is materially higher. On a 10,000 sq ft luxury villa, our worked example below lands at roughly AED 11m to AED 20m before loose furniture.
The rate per square foot is the number everyone asks about. It is also the number that matters least once the job is under way. What follows is the full picture, and where the money actually goes.
How much does it cost per square foot to build a villa in Dubai?
Published sources broadly agree on the shape of the market, if not the exact edges. All of the figures below are construction only.
| Tier | Engel & Völkers (Dec 2025) | Real Estate Club Dubai | Knight Frank Q2 2025 |
|---|---|---|---|
| Standard | AED 300–500 / sq ft | AED 350–500 / sq ft | ~AED 390 / sq ft (AED 4,200 / m²) |
| Mid / premium | AED 500–600 / sq ft | AED 600–850 / sq ft | — |
| Luxury | AED 900–1,400 / sq ft | AED 850–1,200 / sq ft | ~AED 1,020 / sq ft (AED 11,000 / m²) high-end |
| Ultra-luxury | — | AED 1,200+ / sq ft | — |
Optimal Engineering also puts luxury at up to AED 1,200 per sq ft and above. Currie & Brown, cited by PRASOON, forecast UAE construction cost inflation of around 3% for 2026, which matters on a build that will be priced now and paid for over the next year or two.
Two cautions. First, these are averages across very different projects. A rectangular two-storey villa on a flat plot and a cantilevered, glass-heavy house with a basement are not the same building at the same rate. Second, the tier you are in is decided by the design, not by the brochure. Basements, large spans, structural glazing, stone cladding and imported joinery move a villa up a tier faster than any finishes schedule.

What is included in the build cost, and what is not?
The contractor's rate normally covers the building itself: substructure, frame, envelope, internal fit-out to the specified standard, and the mechanical, electrical and plumbing installations. It also includes the contractor's preliminaries, the cost of running the site. Turner & Townsend put contractor preliminaries in Dubai at 12–14% (as cited by PRASOON), so a meaningful slice of every square foot is site management, welfare, temporary works, insurance and plant rather than the building you will live in.
What is usually outside the rate:
- Design and engineering fees for the architect and engineers
- Authority, master-developer and utility charges
- Contingency
- Swimming pool and external works, unless specifically included
- Landscaping
- Furniture, fixtures and equipment (FF&E), and often specialist items such as home automation, lighting control, audio-visual and wine rooms
- The owner's own advisers, including any owner's representative
Always read the contractor's list of exclusions before comparing totals. Two bids with the same headline can cover very different buildings.
Consultant and design fees
Real Estate Club Dubai puts multi-discipline design fees at 6–12% of construction cost, around 9% typically, with architect-only appointments at 4–7% and engineering at 3–5%. Optimal Engineering quotes the same 6–12% for full design and engineering. At the other end, Engel & Völkers quotes AED 50k–150k for design, engineering and permits, which reflects a much simpler scope, typically a standard villa on a standard plot. A bespoke luxury villa sits firmly at the percentage end.
Your consultant must be registered with Dubai Municipality. Under Dubai Law No. 14 of 2025, only registered consultancies may practise as engineering consultants, and the consultant's fee normally covers the statutory site role during construction as well as design. Check exactly which stages are in the fee before you sign.
Authority, NOC and connection fees
Real Estate Club Dubai puts permits, NOCs and DEWA connection at AED 25k–75k, or 2–5% of build cost. The range is wide because it depends on the plot, the master developer's own charges, and the size of the electrical load. Your route runs through Dubai Municipality, Trakhees or the Dubai Development Authority, depending on where your plot sits, and usually through the master developer first.
Contingency
Real Estate Club Dubai recommends 10–15%. We would add one qualification from experience: contingency is not a fixed percentage, it is a measure of how much of the building is still undecided when you sign. A fully resolved design with a complete finishes schedule can carry less. A design with half the specification still described as "to be confirmed" needs more.
Pools, landscaping and FF&E
Real Estate Club Dubai gives a pool range of AED 80k–250k, landscaping at AED 100–500 per sq ft of garden, and FF&E at 30–40% of build cost at the top end of the market. FF&E is the line owners most often forget, and on a luxury villa it can be one of the largest.
What does a 10,000 sq ft luxury villa cost to build in Dubai?
Here is a worked example using the published ranges above. It is illustrative, not a quotation. We assume 10,000 sq ft of built-up area, luxury specification at AED 900–1,400 per sq ft (Engel & Völkers), and 4,000 sq ft of landscaped garden. For authority charges we use the top of the fixed range as a floor and 2% of build as a prudent ceiling; that is our own rule of thumb for a villa this size.
| Line | Low | High | Basis |
|---|---|---|---|
| Construction | AED 9,000,000 | AED 14,000,000 | 10,000 sq ft × AED 900 / 1,400 |
| Design and engineering | AED 540,000 | AED 1,680,000 | 6% of 9.0m / 12% of 14.0m |
| Authority, NOCs, connections | AED 75,000 | AED 280,000 | Fixed floor / 2% of 14.0m |
| Contingency | AED 900,000 | AED 2,100,000 | 10% of 9.0m / 15% of 14.0m |
| Pool | AED 80,000 | AED 250,000 | Published range |
| Landscaping | AED 400,000 | AED 2,000,000 | 4,000 sq ft × AED 100 / 500 |
| Subtotal before FF&E | AED 10,995,000 | AED 20,310,000 | |
| FF&E | AED 2,700,000 | AED 5,600,000 | 30% of 9.0m / 40% of 14.0m |
| Total including FF&E | AED 13,695,000 | AED 25,910,000 |
The arithmetic is simple; the point is the spread. Construction is roughly 69–82% of the total before FF&E, and less again once furniture is added. If you only budget the per-square-foot rate, you are budgeting perhaps two thirds of the project.
The range is also wide because the low column pairs the cheapest assumptions together and the high column the most expensive. A real project sits somewhere inside it, and the brief decides where. Inflation of around 3% for 2026 should be layered on top if contracts will be signed late in the year.
Where do villa budgets leak?
Our founder spent 21 years running a premium building company whose houses won RIBA and LABC recognition. From that seat, budgets almost never failed on the rate. They failed on the gaps around it.
Provisional sums. When a design is incomplete, the contractor carries an allowance for the unknown item: a kitchen, a staircase, a lighting system. The allowance is often set low so the overall bid looks competitive. When the real item is chosen, the difference becomes an addition. On the contractor's side, a bid with a lot of provisional sums was always a bid with a lot of room in it, for us.
Late decisions. A change on paper costs a drawing revision. The same change after the slab is poured costs demolition, re-work, a programme delay and the contractor's time-related site costs for every extra week. Finishes, sanitaryware, glazing systems and automation chosen late are the most common culprits.
Variations priced without competition. Once a contractor is appointed, every change is priced by one firm, with no competing bid to keep it honest. Variation rates are often higher than the rates in the original price.
Over-design. In August 2025, Dubai Municipality warned villa consultancies about over-designing structures and inflating build costs (Gulf News). An over-specified frame or foundation is cost you pay for without seeing it.
Delay. Every extra month on site means another month of the contractor's preliminaries. With preliminaries at 12–14% of the contract (Turner & Townsend, via PRASOON), a long overrun is expensive before a single extra brick is laid. Our guide to how long it takes to build a villa in Dubai explains where programmes usually slip. We cover this in more detail in what a builder knows that most villa owners don't.

How do you protect a villa construction budget?
- Finish the design before you price it. The more of the building that is drawn and specified at bid stage, the fewer provisional sums and the more real competition you get.
- Set the budget from the brief, not the rate. Use the full list above, including fees, external works and FF&E.
- Compare bids like-for-like. Normalise exclusions, provisional sums and preliminaries before you look at totals. Our guide to choosing a villa contractor in Dubai explains how.
- Hold the contingency yourself. It should sit in the owner's budget, released by decision, not buried in the contractor's price.
- Price every change before it is instructed. Agree cost and time effect in writing first.
- Track cost monthly against the programme. Payments should follow work actually done, not dates on a calendar.
- Read the contract before signing it. Our guide to villa construction contracts in the UAE covers the clauses that matter, and you should take advice from a UAE-qualified lawyer.
