This page sets out what is particular to Jumeirah Islands. It is one example of where we work, not a limit: we cover every community in Dubai and Abu Dhabi.
What makes Jumeirah Islands different
Jumeirah Islands is a Nakheel community, which Nakheel describes as a collection of 46 islands set around scenic lakes, with homes that have large private gardens, verandas and roof terraces (Nakheel). When Nakheel announced in 2004 that the community had sold out, it described 736 four- and five-bedroom villas across 46 clusters, sixteen individually styled villas to a cluster, each with a private pool and garden, in four architectural themes: Oasis, Islamic, European and Mediterranean (Nakheel announcement, September 2004).
Three things follow from that history. The villas are of the same generation, so their roofs, waterproofing and services are reaching the end of their first life at roughly the same time. The cluster themes mean the outside of each house is part of a set, which is why the master developer takes a close interest in façades, roofs and extensions. And the plots sit around lakes and landscaped edges, so access for materials, skips and plant is tighter than the size of the houses suggests.
What owners here are usually doing
- A full interior renewal. New kitchens, bathrooms, floors, joinery and lighting, often with walls moved to open up the ground floor to the garden and the water.
- Services replacement. Air conditioning, plumbing, electrics and controls installed when the villas were built. When the ceilings come down for a new layout, it rarely makes sense to reconnect old systems.
- Roofs, terraces and wet areas. Ageing waterproofing on flat roofs, roof terraces, balconies and showers. This is where the expensive surprises usually sit.
- Extensions and outdoor works. Added rooms, enclosed terraces, pergolas, pool and garden remodels. These need Nakheel's agreement first and, depending on the scope, an authority permit.
The approval route: Nakheel first
Nakheel's own guidance is that owners may make changes as long as they do not affect the external façade and structure of the property, and that an NOC must be obtained from its Urban Planning team before any alterations, requested through Nakheel Online Services or the My Nakheel app (Nakheel customer FAQs). Anything touching the façade, structure or footprint needs Nakheel to confirm it is permitted at all before design work goes far. After the NOC, building work beyond the minor needs a permit from Dubai Municipality, Trakhees or the Dubai Development Authority, depending on where your plot sits. Your registered consultant or licensed contractor prepares and makes those applications. We review the submissions with you, track them and keep the programme honest about how long they take.
Nakheel also sets conditions before a contractor can start: a security deposit, a Site Access Permit, a PVC site fence, and workforce access permits, which it charges at AED 52.50 per person for construction, modification and extension work (Nakheel). None of this is large, but each item takes time, and a contractor who has not allowed for it will be standing at the gate.
Building first and asking later is expensive here. In 2018 Gulf News reported Jumeirah Islands owners being charged for added floor area, about AED 300 per square foot by their account, and an owner penalised when unapproved work came to light on sale; Nakheel said applications are assessed case by case and that various costs apply (Gulf News, 2018). Treat those as reported figures from 2018 and get current charges from Nakheel in writing before you fix the design. Our guide to the Nakheel NOC sets out the process in more detail.
How much does it cost, and how long does it take?
Property Finder's September 2025 guide to villa renovation in Dubai gives AED 900,000 to 1,400,000 and 120 to 150 days of works for a full upgrade of a five-bedroom older villa, naming Jumeirah Islands as one of its examples. For a luxury villa with structural work and premium materials it gives AED 1.5 million to 3.5 million or more, and 150 to 210 days (Property Finder, 2025). Those are contractor prices and works durations. Design, the Nakheel NOC, any authority permit, contingency and the cost of living elsewhere sit on top, before and alongside the works.
For your own figure, our villa build and renovation cost calculator gives indicative low, likely and high ranges with every source listed, and our villa renovation cost guide explains why an older villa's real cost depends on what is behind its walls. We do not publish a separate rate per square foot for Jumeirah Islands, because no published source supports a premium or discount by community.
Where Jumeirah Islands renovations go wrong
- Pricing before opening up. On the contractor's side, the first thing we priced on any refurbishment was the risk we could not see. A few targeted openings in roofs, wet rooms and ceiling voids before the price is agreed turn a contractor's guess into a number.
- Designing before Nakheel has agreed the principle. An extension or façade change drawn in full and then refused is wasted fees and months.
- Starting the clock too early. A contract that starts on signature, rather than on approvals and access permits in hand, pays for a crew waiting at the gate.
- Logistics on a lake plot. Narrow frontages, neighbours close by and community rules on hours and deliveries. They belong in the price and the programme, not in a variation later.
How we help in Jumeirah Islands
We sit on your side of the table from the first idea to the end of the defects period. That means an early condition review with the right specialists, a clear scope and budget with a contingency matched to the age of the villa, a like-for-like comparison of contractor quotes, the Nakheel and authority programme tracked alongside the works, regular site visits to observe and record progress, and a properly run handover. You appoint the consultant and contractor and pay them directly; we review and recommend.

Renovations and extensions
Renovation is where budgets break. Old waterproofing, tired services and approvals that take longer than promised. We plan for all three before the first wall comes down.

Cost and programme control
Every month you should know three numbers: what you've paid, what you've committed, and what it will cost to finish. Most owners only know the first.

Choosing the team
The lowest price is rarely the lowest cost. We help you see the difference before you sign.
