Key points

  • Published 2026 renovation rates run from about AED 120–250 per sq ft for basic work to AED 250–450 for mid-range and AED 450 or more for luxury or structural work; new-build construction runs from about AED 300–500 per sq ft at a standard specification to AED 850–1,200 or more for luxury, before fees.
  • On our worked example, a 6,000 sq ft villa costs roughly AED 1.9m–3.7m to renovate at mid-range (about AED 460 per sq ft likely) and AED 3.8m–7.3m to knock down and rebuild at premium (about AED 910 per sq ft likely), including fees, contingency and rent while the family lives elsewhere.
  • A rebuild takes about 14–23 months from the start of design to keys on published phase estimates, but the family can usually stay in the old villa through design and approvals, so the months out of the house are fewer.
  • Rebuilding wins when the existing structure, services or waterproofing are failing, when the plot allows meaningfully more floor area, or when the layout cannot be made to work; it rarely wins on cost per square foot alone.
  • Decide on evidence: a condition survey and some opening-up of the existing villa, then a cost plan for each option, before any design is fixed.

For most Dubai villas with a sound structure, renovating costs less per square foot of finished space than knocking down and rebuilding, and gets the family home sooner. Rebuilding earns its place when the structure, services or waterproofing are failing, when the plot allows a meaningfully larger villa, or when the layout cannot be fixed without major structural change. The decision should rest on a condition survey and a cost plan for each option, not on a headline rate.

We spent 21 years as the builder in UK premium residential construction, pricing both kinds of job. The renovations that went wrong were rarely the ones with a large budget. They were the ones where nobody had looked properly at the existing building before the price was agreed. This guide sets out the published figures, how to compare the two options fairly, and the questions that usually decide it. Our renovate or rebuild tool runs the same comparison on your own numbers.

What does each option cost per square foot?

The fair comparison is cost per square foot of finished space, with the soft costs included. A renovation rate applies to the villa you already have. A rebuild rate applies to the new built-up area, and comes with demolition on top.

Option Published rate, AED per sq ft Source
Basic renovation (painting, flooring, small upgrades) 120–250 Smart Renovation
Mid-range renovation (kitchens, bathrooms, interiors) 250–450 Smart Renovation
Luxury renovation with structural changes 450 or more Smart Renovation
New build, standard specification 300–500 Engel & Völkers, Optimal Engineering
New build, premium 500–850 Engel & Völkers, Optimal Engineering
New build, luxury 850–1,200 Optimal Engineering
New build, ultra-luxury 1,200 or more Optimal Engineering

Those are construction rates. On a rebuild, design and engineering fees typically add 6–12% of the construction cost, and Optimal Engineering recommends a contingency of 10–15%; Engel & Völkers calls 10–15% "widely recommended". Approvals, NOCs and connections add a further sum, and demolition of the existing villa is an extra line: our cost calculator uses AED 50,000–200,000, the only published figure we have found. A renovation that touches structure, façade or services carries fees and approvals too; a cosmetic refresh usually does not.

Two things make the renovation rate less reassuring than it looks. First, the published bands describe typical villas. An older villa that needs new services, new waterproofing and a new roof finish sits at the top of the range or above it. Second, the rate is per square foot of the existing house. If the family needs more space, a renovation can only add it as an extension, which brings structural work, approvals and a much higher rate for the new area.

The same source also publishes whole-villa bands for a typical villa (basic AED 200,000–300,000, mid-range AED 400,000–800,000, luxury from AED 1 million), and our cost calculator uses those bands for its renovation mode. They do not change with floor area, so for the 6,000 sq ft villa below the calculator shows mid-range works of AED 400,000–800,000, while the per square foot rates give AED 1.5m–2.7m. The two do not reconcile. For a large villa, the rate per square foot is the more realistic basis, and it is the one our renovate-or-rebuild tool and this article use.

A worked example: 6,000 sq ft, mid-range renovation against a premium rebuild

Take a 6,000 sq ft villa. One option is a mid-range renovation: kitchens, bathrooms, interiors. The other is to demolish and rebuild at the same size to a premium specification. In both cases the family rents a four-bedroom villa while the house is unusable, at the Dubai average of AED 343,461 a year from Engel & Völkers' May 2026 rental data, about AED 28,600 a month.

Renovate (mid-range) Knock down and rebuild (premium)
Works AED 1.5m–2.7m AED 3.05m–5.3m including demolition
Design fees, approvals, contingency AED 0.27m–0.8m AED 0.51m–1.5m
Rent while out of the house AED 114,000–172,000 (4–6 months) AED 257,000–458,000 (9–16 months)
Total, low to high AED 1.88m–3.68m AED 3.82m–7.26m
Likely total AED 2.73m AED 5.46m
Likely cost per sq ft of finished space About AED 460 About AED 910
Start of works or design to completion 4–6 months 14–23 months

The figures come from our renovate or rebuild tool, which uses the same rates as the cost calculator, rounded line by line. They exclude the plot, pool, landscaping, furniture, finance and VAT. The UAE's general VAT rate is 5%, so check whether your quotes include it.

On these numbers, the rebuild costs about twice as much. That is the usual picture. The question is what the extra money buys, and whether the renovation figure is real.

When the gap narrows

Change one assumption and the picture moves. If the existing villa needs a luxury or structural renovation, the published rate starts at AED 450 per sq ft, and the same 6,000 sq ft villa starts at about AED 3.3m with fees, contingency and six months of rent. That is close to the bottom of the rebuild range, for a building that keeps its old structure, its old slab levels and its old ceiling heights.

If the plot's rules allow a larger villa, say 8,000 sq ft instead of 6,000, the rebuild's likely cost rises to about AED 7.1m but the cost per square foot of finished space falls slightly, to about AED 890, because demolition, approvals and part of the fees do not grow with the floor area. The renovation cannot add that space without an extension.

How long does each option take?

Renovation is quicker by a wide margin. Smart Renovation's guide puts interior upgrades at around two to three months, kitchens and bathrooms at four to six months, and structural changes, extensions or a complete redesign at six months or longer. Approvals for a renovation, where they are needed, typically take a few weeks.

A rebuild runs through the full sequence. The phase estimates we use, the only phase-by-phase breakdown we have found (published by a property information website), are design 3–4 months, approvals 2–3, construction 8–14 and snagging 1–2: about 14–23 months end to end, less where phases overlap, and 24–36 months for a custom luxury villa. Engel & Völkers puts most villas at 12–24 months from approval to completion, and Optimal Engineering typically allows 12–18 months for construction.

What matters to most families, though, is the time out of the house. On a rebuild, the old villa usually stays habitable while the new one is designed and approved. The move comes at demolition, so the months away are construction plus snagging, roughly 9–16 months on the same estimates. That is still two to three times longer than a mid-range renovation, and every month has a cost. Our delay cost estimator shows how quickly rent and finance add up when a programme slips.

What approvals does each option need?

The approvals burden is often the deciding factor for owners who live abroad.

A renovation that leaves structure, façade and services alone often needs no authority permit, although the master developer may still require an NOC; in Nakheel communities, for example, renovation and extension approvals start with an NOC application through Nakheel's portal. Structural changes, extensions, façade changes, a new pool and most services replacement need the master developer's NOC and a permit from Dubai Municipality, Trakhees or the Dubai Development Authority, depending on where your plot sits. Our guide to the Nakheel NOC covers that sequence.

A rebuild needs approval to demolish, then the whole permit sequence for a new villa. Dubai Municipality's published procedure for residential buildings runs from drawings and fees submitted online by your registered consultant, through authority NOCs, to the permit and stamped drawings, staged inspections, a joint completion inspection, the completion certificate and service connection (Dubai Municipality). The new design must comply with the current Dubai Building Code. Our Dubai Municipality permit guide explains where those months go.

There is a quieter point here. An older villa may have been built to earlier rules. A renovation generally works with what was approved; a rebuild must meet today's code and today's community guidelines, which can change setbacks, heights or what is permitted on the roof. Ask your consultant to check both before you assume the new villa can match the old one, let alone exceed it.

When does rebuilding make sense?

From the builder's side, the jobs where we told a client to stop and think again shared a pattern. The structure was tired, the services were at the end of their life and the layout fought the way the family wanted to live. Each of those can be fixed in a renovation. All three together usually cannot be fixed economically.

Rebuilding tends to make sense when:

  • The structure or waterproofing is failing. Cracking, corroded reinforcement, persistent leaks through roofs, terraces or basements. Repairs are possible but expensive, and they leave you with an old building.
  • The services are finished. Replacing cooling, electrics, plumbing and drainage throughout means opening every wall and ceiling. At that point most of the renovation cost is demolition and making good.
  • The plot allows a much larger or better villa. If the permitted built-up area, height or layout allows meaningfully more house, the rebuild buys space a renovation cannot.
  • The layout cannot work. Moving stairs, changing floor-to-ceiling heights or opening up structural walls on every floor is a rebuild by another name.

Renovation tends to make sense when the structure is sound, the services can be upgraded in sections, the family likes the house and its position on the plot, and time out of the house matters.

How to decide without guessing

Most owners face this decision with two numbers: a contractor's price for a renovation and a rough idea of what a new villa costs. Neither is enough. The renovation price was given for what the contractor could see, and the new-build figure leaves out demolition, fees, approvals, contingency and the cost of living elsewhere for a year or more.

A better sequence:

  1. Commission a condition survey and opening-up. Expose the structure, the roof build-up, the waterproofing and the services in representative places before any design is fixed. It is the cheapest money on the whole project.
  2. Check what the plot allows. Ask your consultant to confirm the permitted built-up area, height and setbacks, and the master developer's guidelines, so the rebuild option is real.
  3. Price both options on the same basis. Construction, demolition, fees, approvals, contingency, rent and time, line by line. Our cost calculator and the renovate or rebuild tool give a first view; a cost plan from your consultant should follow.
  4. Watch the design. In August 2025 Dubai Municipality warned villa engineering consultancies about over-designing structures and inflating build costs (Gulf News). A design review before tender is usually cheaper than a variation after it.
  5. Plan the cash. A rebuild is paid over a longer period, with an advance, monthly valuations and retention. Our stage payment planner shows what leaves your account each month.

Questions

Is it cheaper to renovate or rebuild a villa in Dubai?
Usually cheaper to renovate if the structure is sound. Smart Renovation's 2026 figures put renovation at about AED 120–450 or more per sq ft depending on scope, while new-build construction starts at about AED 300–500 per sq ft at a standard specification and rises to AED 850–1,200 or more for luxury, before demolition, design fees, approvals and contingency. A deep renovation of an older villa can close much of that gap.
How long does it take to knock down and rebuild a villa in Dubai?
Published phase estimates are design 3–4 months, approvals 2–3, construction 8–14 and snagging 1–2, about 14–23 months end to end, and 24–36 months for a custom luxury villa. Engel & Völkers puts most villas at 12–24 months from approval to completion.
Do I need a permit to demolish and rebuild a villa?
Yes. Demolition needs approval, and a new villa needs a full building permit from Dubai Municipality, Trakhees or the Dubai Development Authority, depending on where your plot sits, usually after a master developer NOC. Your DM-registered consultant makes the submissions; the new design must meet the current Dubai Building Code.
When does rebuilding make more sense than renovating?
When the existing structure, services or waterproofing are failing, when the plot's rules allow a much larger villa, or when the layout cannot be made to work without major structural change. In those cases the renovation cost rises towards a rebuild and the rebuild buys a new building.
Can I live in the villa during a renovation?
During a light refresh, sometimes. During a full renovation with new services, structural work or waterproofing, rarely: the house is usually without power, water or cooling for long stretches. Budget for living elsewhere for the length of the works.
